No, I've not read the report. Thus the genesis of my initial question.

I'm looking for a source to Thurlow's Bronze Medal citation.

I want to read it and see for myself.

I'm sure its referenced in "Unfit for Command" they say that book has LOTS of references to documents to back up the allegations

FWIW -- the Spot Report for March 13 recites "PCF 23 joined at Cai Nuoc. PCFS with MFS [The Swift Boat with Rassman on it] departed Cai Nuoc at 1445H proceeding down Bay Hap. At VQ995772 mine detonated under PCF-3 lifting boat about 2-3 ft out of water. Very heavy blk smot [? emoke, I think] observed at same time boats rcvd heavy A/W and S/A from both banks. ..."

Another layer of argument has to address how the Spot Report came to be in error on the point of A/W and S/A from both banks. I'm still looking for Thurlow's citation for the Bronze Star.
