Nope, the area has been under Hurricane Watches and Warnings for more than the standard warning time, and the evacuation orders were given.

I would bet that the lead time for that locale was less then others, and that they didn't have as much time to get people's attention to get out.

I don't know about Port Charlotte, but North Port, about 4 miles away was not evacuated.
