This story is for those who say UN and international laws have no teeth:

NEARLY 9% OF BELIZE FLEET BANNED FROM SAILING
Tuesday, 10 August 2004

BELIZE has issued orders stopping nearly 9% of its fleet from leaving port because they have not complied with the International Ship and Port Facility Security Code. The International Merchant Marine Registry of Belize (IMMARBE) says it has prohibited 24 vessels from sailing as they are non-compliant. In a statement IMMARBE says: “Belize has informed all the MOU’s, the US Coastguard and Port State Control accordingly. The 24 vessels represent 8.75% of the Belize registered fleet. “ The statement adds that 215 vessels registered with Belize do comply with the ISPS Code and have been issued with ISSC’s. This represents 78.46% of the total fleet. A further 35 vessels (12.79%) have submitted Security Plans for approval and will be issued with ISSC’s after verification audits have been carried out. IMMARBE says that it expect the certificates to be issued shortly.
