One way (there are others) to make a national sales tax work is to give low and middle income Americans a sales tax rebate based on their income. Higher income will not get any rebate.
Too heck with that! Everybody gets the rebate or nobody. No means testing. Personally, given the rich create jobs for most of the rest of us (and have been paying 96% of the taxes...), they should get the rebate and everybody else can start paying their "fair" share.
