We need to get to the root of the problem...that would be the disrespect offered by the skateboarders and their parents. They know the rules but rosey cheeked Johnny doesn't have to obey them, thus creating a disrespect for others, authority and law. Their sweet little boys are above the law. That breeds no personal responsibility...a lack of self government...and certainly reflects poor parenting in my opinion. How about we get back to sane laws and police that are not a pseudo-military. Then we can address the Very Serious Problem of sk8rz.
I teach my kids to avoid police if at all possible. Do not talk to them, do not do anything that will bring you in contact with them. And NEVER EVER EVER volunteer ANY information to anyone associated with any level of government.

OK, I'll bite, what are "sane laws?" And, haven't police always been "pseudo-military?"

Well, I'll take some of that too as I gotta say that your sentiment is exactly how I live on a day-to-day basis, and how I've taught my kids as well. It is only prudent, with the millions of laws in existance today and the mindless folks they have enforcing them.
