Yes it's been opined here for quite some time based on one of BL's threats (I believe) that an assassination would precede the attack.
It could be Musharaff, Mubarak, or one of the other leaders mentioned of which I can't even speak their name in this context.

But you might be onto something looking at non-US and non-European targets. Egypt and Pakistan's leaders have been a thorn in OBLs side.
