A preliminary bio attack would leave the goblins free to do other things. If they attack us violently first, there may not be an opportunity for them to do anything else. They couldn't look out of a window without taking a chance.

This does require that they have bio here, and in quantity to deploy enough to compensate for the low efficiency. We know that they're coordinated.

Hi All-

First time on any of the Threat Matrix series of threads, so I'll try not to make an idiot of myself...and I do mean series and not "series!"

Wouldn't a terrorist prefer to conduct a violent attack first so that they could ensure they're not infected themselves by a biological attack? If I had to put my dirtbag terrorist thinking cap on, I would wager they would seek to sicken those who may already be weakened by injury. If the terrorists themselves are too sick to drive, fly, or run, they would be worthless to their cell leaders.

The terrorist wouldn't care what happens to him/her as long as all phases of their component of the mission was completed.
