Tribal sovereignty means they get to sell the cartons of cigarettes without charging federal or state taxes.
I saw that part of the speech, and it was kind of a 'Bush-ism' answer. I got a chuckle out of it. The question was indeed stupid and pointless, and I am sure took the President by surprise. My answer would have been "if you want casinos, then do what you need to do to get 'em. If you get in conflict with the state that contains your nation, then the courts are there." Of course, it is pretty hard to anticipate off the wall questions like that, assuming the incident even happened at all.
We find ourselves faced with a clearly identified enemy and a leadership reluctant to recognize the pure motives of those opposed to our rather Laissez Faire approach to too many internal cautions and a seeming lack of attention to future outcomes.

We are encouraged to embrace the language of the philosopher while we turn a deaf ear to the cry of the warrior.
Complacency has been for so many years a refuge from the belching bile from the upset stomach of the great beast that lurks just off our shores; now that he is fully dyspepsic, we run to the medicine cabinet - not for an antacid, but for a sleeping pill.
It may prove to be a long night.
