That is how I saw it, too, when I read the title. He is saying this because he needs the Hispanic vote. I'm not familiar with how these things actually get implemented. As I understand it, Congress makes the final decision on things like this, is that right? So, as I see it, Bush makes his preference known and (maybe) gets the vote. Now if this issue is really anathema to Americans, then they can let their views known to their representatives who will then vote on it. Is that right?

What else can he do?

Hm. How about get JLo (and Marc Anthony!) to endorse him? ;-) Haha. Just a thought.

But what is the "hispanic" vote --- it's not really the monolith some like to think --- because what is a "hispanic" --- the Americans in the SW of Spanish ancestry who have been here since before this was the USA aren't usually in favor of massive unlimited immigration from Mexico. The Cubans in Miami aren't necessarily in favor of merging with Mexico any more than the Puerto Ricans are. Many previous and legal immigrants from Mexico aren't necessarily in favor of the rest moving over making their neighborhoods look just like the ones they left when they came here. Who is in favor of massive immigration from Mexico? The Mexican government for one --- and of course all those in Mexico who are planning to come over. This helps with their vote --- not the vote of the other so-called "hispanics".
