I don't think that this alledgedly Chechen Sniper is lining up for a shot here; his position is pretty terrible if he is. I think he's just scoping around for a target of opportunity.
Too bad that nice Dragunov (that's what it is, isn't it?) is going to get melted down in the smelter along with all of the other captured enemy weapons. (We understand that that is the SOP over there).

Right you are - he's scoping. For one thing, note the position of his right hand - it's supporting, not getting ready to pull the trigger. For another, if he does pull the trigger in that position he'll end up with the world's biggest and most expensive contact lens.
