See #16 and also
Filing a Complaint with the FCC Is EASY. Finally, contact the station itself and ask when their license comes up for renewal. They MUST solicit public input as part of that process.

Well, take 15 minutes out of your life, look up the FCC's contact information, write out your complaint and send it off. Within 4 - 6 weeks, the FCC will contact you and let you know that they have assigned someone to investigate your complaint. Within another 2 - 3 months after that, the FCC will get back with you to let you know that your complaint is not actionable and the case is closed.
If you want to do something that really has an impact, email the station manager. When he sees the number of emails that tell him he is wrong - AND WHY HE IS WRONG - you have a better chance of making a positive change.
