Jesus hung around with prostitutes and tax collectors but that doesn't mean that he justified the actions of either. Jesus did not petition government to tax the citizens higher so that the poor could be taken care of.
We are called up to tithe 10% of our gross income (before taxes). It isn't charity if you give money to the poor through government under threat of imprisonment.
