Probably a little of both.
If he lied to the media and lied to Congress (as he asserted in 2001, "the words of an angry young man") then he was a traitor to his country in a time of war. He provided aid and comfort to the enemy and demoralized the troops.
If he told the truth about violating the Geneva Conventions, then he is an unindicted war criminal.
He may have claimed to have witnessed more horrific attrocities so as to clear his own name ("others did worse").

Both.
Kerry's official response to the "atrocities" testimony issue is that "he was young and rash, misspoke." Curious, because he's never retracted one word of it, much less apologized to the servicemen he defamed.
