No it is some petty bureaucrats trying to exercise control over everything they can in their little kingdom. If a kid had a non functional leg and needed wheelchair access to something should they be required to have a full 'evaluation' like that? That administrator was just trying to get back at someone for not jumping though the hoops. This it typical behavior from bureaucrats who feel their power threatened by someone. Rather than show and ounce of compassion or clear thinking they lash out with what rules they have at their command.
