Kerry's comments make it seem as if he is trying to convey that both Bush and Cheney are ineffective (typical leftist thinking). It is common knowledge that when the President is out of the White House, the Vice President is in charge of affairs.

Cheney has long said that he advised Bush not to come into Washington right away, because this country was under attack.

Obviously Kerry was out of town on 9/11 or has selective amnesia, because Cheney was in contact with the President, telling Bush to find some place to land outside of Washington because AF-1 was thought to be a prime target. Cheney was also meeting with Congressional members in person and on the phone as well, getting everyone coordinated and up to speed.

I know this, because Cheney has retold this story numerous times in the days following 9/11. It's absolutely horrendous what the left will say just to gain power.
