SACRAMENTO - Gov. Arnold Schwarzenegger is touting his government reform package as a first step toward creating a more cost-conscious state bureaucracy that could save as much as $32 billion over five years.
While that may sound like a lot of money, closer examination of the newly released recommendations shows that only about $11 billion of those five-year savings would come from the state's troubled general operating fund, which is now $79 billion a year and growing. That amounts to a small percent of the general fund -- hardly a panacea for California's continuing imbalance between revenues and spending.
The general fund savings would come from a variety of pots of state money, from health and human services to environmental protection.
One-fourth of the $32 billion in projected savings hinges on a windfall of federal funds that California has been trying to squeeze out of Washington for years.

The rampant reckless spending practices of the last few years has gone untouched for the most part in this year's budget.

We may see double digit bridge tolls before we see any true reform in this state that comes close to curtailing a socialist utopia and its henchmen when it comes to spending money.
