If I come to Russia what percentage of the rent of my apartment will be paid for me by the Russian government? Engineers need to be fluent in the local language in any country and need to know how to apply for work.
Immigrants from Communist countries take quite a long time settling down in Israel, especially if they are older, because they are unfamiliar with the way that capitalistic countries work. In Russia they were looked after by the state, found jobs and allocated apartments, as far as I can gather.
In Russia the unemployment rate is 7.9%, much much lower if you are engineer...some larger companies even higher now Americans and Euros to fill ranks...and in Russia, unlike US, Engineering and "geek" courses seen in high lights.
As for the apartment, consider the things he promised to move to Israel...he and family have big disappointment, after selling apartment and small dacha in Kharkov.
