This would not rectify the facts that many soldiers lost their lives because of his public propaganda rhetoric. He either lied to the Senate, committed war crimes or failed to report war crimes are all criminal acts. If he knew of war crimes being committed he had a duty to report this to the senior commanders but he never did.
