Well, I'd hope he is saying WE should "assume".....without saying "I know." I don't think they are going to come out and tell us or Al Quaida what they know....
Bingo! We know what we NEED to know. Locally, the press have stated that we have some "known" targets of interest, but officially no one will say who these targets exactly are.
