It appears that these projectiles are designed to cause damage to the first impediment, explode, and NOT penetrate. Further, my understanding is that USA Air Marshalls are utilizing this ordnance, so as not to risk damage to the fuselage of a plane in flight (Iknow that this is a James Bond movie tactic when Gert Frobe was sucked out of a window).
