The OSS was formed during WWII under Donovan to stop the infighting between the various service intelligence agencies. This step makes a great deal of sense...particularly since GW will be forming it to mission requirements rather than larding on bureaucracy, as the RATS intend.

does anyone really know just exactly how many national intelligence offices we already have...i would consider all of the military, civil, congressional, executive and similar to be national.

You forgot to mention Ruby Ridge and Elian Gonzales. If you'll remember, the country survived those incidents and was treated to an object lesson in how leftist democrats operate.
You got the leftist part right, but the Ruby Ridge incident occurred on August 22, 1992, which means that George H. W. Bush's Justice Department was responsible.

Excuse my ignorance but why couldn't the National Security adviser be tasked with additional responsibilities without creating a new massive federal bureaucracy?
