Actually, a lot of immigrants, illegal, etc, would still land themselves exempt, because they buy a lot of things under the radar of that tax. Garage Sales, their own peoples delivery grocery trucks, that do not pay taxes. There is an entire segment of the population under the general population who function quite nicely outside of the laws of this country.
