Maybe lunch portions were smaller than regular dinner entries? That was a regular practice at another restaurant next to my former place of work. In the evening- dinner for $30-40 per nose, around noon - lunch for maybe $7.

That is probably much closer to the price for each lunch. However, the article states that "The meals came to about $200. " This use of "meals" in the plural is meant to imply that the total price for all of the meals was $200. This is deliberately deceptive reporting. The reporter is trying to report what happened while not making it look as if Kerry isn't a snob who purchases expensive lunches for himself while trying to give the image that he actually eats at Wendy's.

Actually, I think it's far more likely to be careless use of the English language.
If he was trying to cover up for Kerry, why use the terms "five-star lunches" and "gourmet meals," and why list the dishes? For that matter, why publish the story at all?

The entourage had also expected to stop at the Alexis Diner at Route 9W and North Plank Road in the Town of Newburgh. In fact, the Kerry advance team had ordered 125 lunches for the team and supporters. Their buses drove right by the diner on I-84 and proceeded straight to Wendy's.I hope they paid Alexis Diner in advance for those 125 lunches.
