Those solutions don't require congress being in perpetual session. I can't think of many things that require such attention by congress. That doesn't mean they don't need solving, but the ones doing the solving don't need congress in session to do so.
P.S. Based on the actions of the current congress, THEY don't seem to think we need solid republican solutions.
