I do not know if you have seen the info in the link below, however, the democRATS listed first in the article below under Clinton started the reductions from 26 to 7 prior to 09/11/01. Thought you would like to see:

Thanks, I get up really, really early, can't resist dropping in at FR, then off to work. When I get home, same thing. But I have to do other stuff, like laundry, mow lawn, housework, cook, etc. so sometimes I don't respond to replies as quickly as I should. Here's a blanket apology, guys.
