From everything I have been reading about it it's a sniper rifle. I can't imagine shooting a deer from 1000 yards.
I only know about a limited number of handguns and shot guns.
I have shot skeet with a shotgun, and targets with a handgun.
I support the second ammendment, but before I can answer if the .50 cal BMG is a fine private citizen gun, I think that it's important to know it's practical usage.
The Bill of Rights says nothing about practical usage.

It's practical usage is that it can effectively terminate an enemy of the Republic at the most extreme range under the most difficult conditions.
Given the true purpose of the Second Amendment, I'd say it is a splendid thing for good citzens to have in their possesion.
Useless for duck hunting, but there's nothing about ducks anywhere in the Constitution.
If THAT is the way they are asking the question (loading the question itself so blatantly biased AGAINST the 50 caliber), then the survey is extremely suspect and will used AGAINST the 2nd Amendment.

Uhuh. There's no practical reason for owning a Corvette, either. But they can be fun.
It is a personal weapon. The second amendment gives law abiding citizens the right to own them. The second amendment is not about hunting or shooting skeet.
As far as what most people use them for. The answer is long range recreational target shooting.
1500 yard target shooting. Also effective against any large predator.
