His party balks, but governor gets plan

Even as the California Senate sent a $105 billion budget to Gov. Arnold Schwarzenegger on Thursday, the Republican governor faced resistance from members of his own party who complained that his first spending plan saddles the state with too much debt. As in the Assembly the day before, final approval of the budget was delayed for hours while leaders of both parties scrambled for enough votes for a plan they and the governor had agreed upon Monday.

"I think it is safe to say that borrowing by this state is now completely out of control," said Sen. Tom McClintock, R-Simi Valley, a fiscal conservative who voted against the budget.

By midafternoon, the measure passed on a 28-11 margin, two votes more than the required two-thirds majority. Schwarzenegger is scheduled to sign the spending plan Saturday, after he reviews it for possible line-item vetoes.

possible line-item vetoes

If this were a perfect world, he could use his blue pencil (to use his line item veto power) as much as possible.

However, in this world of politics, he will probably not eliminate much, in keeping with any agreements with the legislature in getting this budget passed.

I hope he takes the political risk and chops a lot of the budget, but that's probably not going to happen. If he chops a lot, the Democrats will probably block any future budgets.
