Methinks you're getting panicky without reason. We already have ankle bracelets for in-house arrestees. Gee, I don't see the government mandating children (or anyone else, for that matter) should wear them.

Civil Libertarians would have fits if non-law breakers were required to get chipped. Hell, they'll probably have fits about mandating them for parolees.

There are a lot more despotic places in this world than the U.S., and I don't see their leaderships sniffing around these chip companies.

Try getting a job without one. Or rent a car. Or a hotel room. Or obtain a passport. Or buy a car. Or a house. Or get electricity... etc....

The fact is every single last intrusive snooping big brother policy is always introduced incrementally. One would have to ignore decades of history and suspend disbelief to come to any other conclusion than I have made.

I've been following this company, Applied Digital Solutions, for several years.

Through a marketting partner known as MetroRisk, they have secured distribution contracts to the countries of Brazil, Spain, Argentina, Chile, Paraguay, Uruguay, Columbia & the Dominican Republic.

In Russia & Switzerland via the company RussGPS.

In South Africa via Afritrace.

Central America via Sodiacol.

Puerto Rico via Cybertec.

The Italian Ministry of Health is currently studying the feasibility of utilizing the chip for medical purposes.

The US FDA is currently reviewing it for the same purpose.

It may be under the radar, but the chip is making inroads in many parts of the planet.
