Nourizadeh said that, although Tehran officially supports stability in Iraq, he believes Iran's Revolutionary Guards and its own security agencies have their own agendas and are acting in contradiction of the official line.

This is the reason for the problem that Iran has with other countries, nukes etc. One prerequisite to get rid of these problems is for Iran to have one central authority, i.e. a real government. The big question is if this can be done with the present system?
