Visit anyone's profile page, and then click on their "In Forum" link.

I don't know why but, when I do that, I get a link with a '~' character in front of the name but no number.

You mean to say you visit someone's profile page and click on the "In Forum" link as shown above and you see no number at the end of the URL?
