Are hot air balloons considered "aircraft" for the purposes of those restrictions? (I presume so, since they are craft in the air, but just clarifying.)

Yes, they are. We have the same restrictions as fixed wing aircraft. We don't mess with TFR's. Sometimes though a TFR will just pop up with a balloon in the restricted airspace. This is very troublesome to balloonists since most balloons don't have radios to be notified of the new TFR. It scares the daylights out of the balloon pilots and FAA officials that are familiar with balloons.
Hot air balloons are aircraft...
I am sure they will still intercept some planes....like during the Reagan Funeral....they were intercepting planes left and right in Simi Valley, and gave one media helo a military escort back to Van Nuys.

they saw one guy today and arrested him....male middle eastern...who was checking out the cameras...they did a face scan of him and the he was whisked away (at least, that is what Indymedia reported)
