I agree.

We are trying to figure out symbolic or important dates.

These guys want to strike when an opportunity opens up for them.

The strike can come at any time and place.

I would not put a great deal of importance on symbolic dates.

They are watching and waiting for their shot.

IMHO, tomorrow is no more or less important than next week or the last week in October.

They will hit when they can.

Conclusion: Prepare as if the hit is imminent every day.

Even if they have nukes, either they bought the planted cold war nukes from Russia that are currently hidden in the US for a decade (meaning that they may not work successfully) or the device would be detonated accidentally before they got it to the target...they are not smart enough to put them/it wherever they want them/it.
