I agree with everything you've written.

As a retired Army officer, I welcomed the new rating system that prevents a senior rater from having more than 50% of his ratings in his top category. That rater is forced to make a choice. That choice is obvious to his officers and to boards. In Kerry's case on this new system, with the commander who had 15 officers to rate, he would have been able to top block only 7 of them each year.

The former systems became far too esoteric for even experts to decipher. But, there was one rule that covered it all. If it wasn't the VERY BEST POSSIBLE, then a message was being sent.

"In his FITREP for his combat tour as Officer in Charge of a SWIFT Boat -– arguably the most important FITREP among those released by the Kerry campaign –- Kerry is not dinged but slammed in command, seamanship and ship handling and in all major leadership traits (28 JAN 69 ELLIOTT). To Kerry and perhaps to other junior officers, it is an okay FITREP. To detailers and selection boards, it is a negative fitness report that borders on the adverse. LCDR Elliott ranks him well below the norm in traits essential for command: force, industry, analytical ability, judgment and more."

Just those traits any logical thinking person would consider minimum for a Commander in Chief.

Like the article states ... "The FITREPs convey significant performance problems and suggest problems in conduct, so much so that it is surprising that the campaign chose to release them. This may suggest that the FITREPs held from public view are even more adverse."

My husband, a retired Navy Captain, has had the time now to thoroughly review the FITREPS (also posted earlier today) and thoroughly agrees in all respects with the above-stated analysis.

Wow. Damning article. Unfortunately, about 30% of the populace like Kerry because he was a war protestor, not because of his service. I'm downloading the reports now. Might be able to convince a few WWII Roosevelt Democrats with them.
