the timing is clearly at the hands of the democrats. they want the story, squelched as it is, will be swamped by the dem convention. so the timing is an issue, though surely a subordinate one. the dems are great at leaking something and then tryign to pin the link on the republicans by claiming that they wanted to do it to make the dems look bad and that their leaking [false story] is the real important story.
