This sounds like a legal matter for Billy Clinton to dive into. What is the definition of underwear. Where is the underwear. Were the underwear really underwear or was he even wearing underwear. Maybe he needed underwear and the documents were just temporay until he got back to the oval office to show Bill he needed underwear. The could be a number reasons why he did not do what he did.
