The Clinton's used people - scapegoats and Berger is getting paid back for his loyalty by being the scapegoat so that Hilbil will look pristine as usual and say "I didn't do it" or "I didn't tell him to do that".

The way I see it, Kerry is part of the Kennedy wing of the Democratic party (since Kerry has associated himself well with The Swimmer), this "faction" is up against the Clintons who are trying to defeat the Kennedy wing of the party just to stay in power within the Democratic party and beyond that, have the ability to call the shots no matter if the Democrats are in power or not.

Berger is a Clinton minion, doing the Clinton dirty work, infiltrating the Kennedy wing of the Democratic party.

The downside for Berger is, if Berger fails at his job, the Clintons will turn on him.

In their warped reality, the Clinton's aspire for "perfection", even if that means ticking the rest of us off, and making the lives of those close to their inner circle a living hell.
