The answer to your question is that the Commission asked the Clinton administration to pick and choose the docs for the commission to save them the "hassle" to sifting through all of the information. In the true spirit of keeping Gorelick on the commission, they let those who had the blood on their hands select the evidence. This is unbelievable!
