Why does it take nine months to charge somebody with an offense that they admit to commiting?

Did you, or anyone, see Berger on Fox giving that 30 sec statement? I did, and he looked absolutely terrified.

I think he's cooperating, that the investigation goes way beyond him, and that he leaked to stay alive, frankly.
