Thats a good point, they may be empty bombs that only needed to have the plutonium added to make them hot and ready to trot. They may be empties that were preped so they could be prepared quickly.
Empty bombs are a dime a dozen. You don't just pour a little plutonium into them to make a nuke. It's a lot tougher than that.
