I recall there were some wiretaps mentioned in an article which came out where Richard clarke was played as the hero and so was all the clinton staff as they sat around dlistening to a tape of terrorists talking about a "big wedding." Maybe that article doesn't match the reality. Or maybe it just didn't bring up the juicier parts of the wiretap.

These are the one thing I can find on said wiretaps:
Jordanian security agents had intercepted a telephone call between an al-Qaida leader and a suspected Jordanian terrorist. In the call, Abu Zubaydah, the No. 3 man in al-Qaida, said cryptically, "The grooms are ready for the big wedding" a signal that plans were in motion.
