MICHAEL J. HERSHMAN. Prior to the launch of Civitas, Mr. Hershman was President and CEO of Decision Strategies, an international security advisory firm. Mr. Hershman is internationally recognized expert in the security and counter-terrorism fields, with proven capability handling complex and challenging investigative, private intelligence and security assignments worldwide. He is also an expert in ethics and good governance. Prior to launching his consulting firm, Hershman served as Deputy Auditor General for the Foreign Assistance Program of the U.S. Agency for International Development and in the 1970s was a Senior Staff Investigator with the Senate Watergate Committee and then as Chief Investigator for a joint Presidential and Congressional commission reviewing state and federal laws on wiretapping and electronic surveillance.
