I think it's where they want to be perceived as being (at least among swing voters). Unlike the President's father, the Party does not have to work hard to motivate the base to vote in November. The job this year is to put a warm and fuzzy image out there for the swing voters -- this move signals that they understand they may have gone too far and want to prevent an erosion of the support at the base.

As long as the borders stay open there will never be anything warm and fuzzy about this adminstration.

That is dead wrong. Do not underestimate how many votes Bush has lost. It will be fatal. It may already be too late.
Bush's base has crumbled and fragmented. That was his father's mistake.
