Agreed. As I read it, there's nothing in that position statement that you or I, and probably Jenna and Barbara, couldn't have written! So why is it taken off the site? Maybe because Berger wrote it and they're trying to disassociate themselves. But I think not the content itself, unless it's a direct copy from some document.

I agree there was nothing in that policy that depended on any classified information, and that just about any politically-literate person could have written it. So, regarding your question, maybe it was removed from the site for that very reason - it was unexceptional and dated, and maybe they were just making room for other stuff. Aren't those web sites updated on a regular basis? Is this material the only stuff that was removed from the Kerry web site?
