The material he stuffed down his pants must be very damaging. He was delusional and paranoid. Never figured he'd be taped.

No kidding. I have to wonder, though, why no one approached him and asked for the papers. If we now know that he stuffed them in his pants and jacket, someone must have seen it happen at the time. Maybe this "secure room" needs more security or, at least, more assertive security personnel.
