1- well first of all i don't know if suitcase sized nukes are really possible. High tech US sites might be able to make them. I doubt if many countries could.
2- i doubt, if al qaeda would be able to lay hands on them after the war on terror. If they had them before that, knowing how ruthless they are, they would have used them.
3- the russians could account for all their nukes and we could ask them, if they had any missing.

We have them - nuff said.
1. They are possible and have been produced [Soviet Union]
2. Money buys anything, and their non-use does not disprove possession.
3. The Russians can not account for their "suitcase" nukes...estimates as high as 100 are missing.
All of this has been well-documented. Do a web search.
The Russians cannot account for their nukes, but why should we trust those gangsters as they load rods onto ships headed for Iran?
Suitcase nuke are real. They exist. They weigh about 200 lbs. each. And, according to some ex-Soviet General (Lebed?) some are missing.
That said, there is a short shelf life on these devices (think about all the old Stingers that don't really work any more...). It is likely that, by now, they would have to be re-manufactured.
Also, even if they had the nukes, that doesn't mean they have codes, etc. to detonate them.
I am definitely a member of the "If they had them they would have already used them" club.
