Stuffing classified documents down his pants? ON another reading, there are his personal notes, contemperaneous to the viewing.
But why not just put them in his leather folder?

I think the notes are a ruse for the missing docs. Used the notes as a cover story if he got caught. The auditors of the archive caught him, and I doubt they were missing some notes.
He knew what he was doing, why else put the stuff in your pants.

If he put them in the leather folder, he figured someone might ask to examine it. Perhaps there was such a procedure in place.
Putting them down his pants was foolproof.......especially for someone with a criminal mind. He'd be out of the building and no one would be the wiser.
I do believe they must have him doing the dastardly deed on tape, since he'd be unlikely to admit to the crime otherwise.
