All it would take is one person to open a vial in downtown SF, for example, to wipe out thousands of people. How do you track one single "person"? Suppose this person is.. the administrator of a hospital, with all bone fides in place -- but hates "America". This is where the admonition for individual citizens to observe/report what is "out of the ordinary" while in their daily pursuits in life.

Alia,you said it! That is my biggest fear,a silent single person could wreak havoc on a city.

The 9-11 attack was TV dramatic and was far more successful than planned. I'm sure they didn't know that the towers were going to collaplse.It was a made for television terrorist attack.

It's the silent,stealthy,random attack that I fear.

That might not be such a bad idea (except that Bechtel Headquarters is located there), though opening one in Hollywood would be better.
