Not necessarily correct, the country with a high standard of living that lets illegals prosper and encourages them will have the most illegals..same with legal immigrants, the more liberal the quotas and requirements and more benefits given will result in more immigration legal and illegal. If the US cut benefits and raised its legal immigration standards, the flow would slow to a trickle...

Norway has a very high standard for immigrating, they plan on keeping their good fortune and not giving it away to trespassers...
