If the aircraft is at 15,000 feet, they are very unlikely to even hear it or the bomb in freefall. And they could be used to hearing aircraft overhead.

Looks to me like they may have been alerted and were pouring out of their safe-house. Staggering from all the wedding cake, no doubt.
