Nonsense. People are living in Hiroshima today - radiation levels decay quite quickly. Manhattan is more than 13 miles long. No way a 10-kiloton nuke would flatten Manhattan even if it were an airblast at the optimal height. A ground blast would probably cause severe damage in less than a 1 mile radius.
